Paoay is a 4th class municipality in the province of Ilocos Norte, Philippines. According to the 2000 census, it has a population of 21,745 people in 4,567 households.

Perhaps the most prominent feature of the municipality is Paoay Lake. Legend has it that it was the site of a barangay filled with wicked people buried under feet of water after ignoring the warning of a mysterious old woman who came to the place. On the shores of the lake lies a mansion that belongs to the Marcoses.
