Born in Córdoba, Spain as Francisco Peña Pérez, he began learning to play the guitar at age 6 and made his first professional appearance at age 12. In the late 1960s he moved to London. Peña was soon touring the world both as a soloist and an accompanist with performances at Carnegie Hall in New York City, the Royal Albert Hall in London and the Concertgebouw in Amsterdam. He founded the world's first university course on flamenco guitar, at the conservatory of music of Rotterdam.

Peña is a good friend of classical guitarist, John Williams, and he was featured on a documentary of Williams, where he helps Williams play "Sevilla", written by Isaac Albéniz.
