The organisation began in either 1951[1] or 1952 [2] after an initial meeting of representatives of 12 Pacific nations. This meeting was in Honolulu, Hawai'i and the group named themselves the 'Pacific Interim Travel Association' (PITA) which became the 'Pacific Area Travel Association' (PATA) in 1953.[2]

In 1961, PATA paid the firm Checchi and Company compile the "Future of Tourism in the Pacific and Far East" report[3], however many destinations, such as Papua New Guinea, Solomon Islands and Vanuatu, were omitted.[2]
