Owen Stephens is a San Francisco, California activist. He was sworn in by Mayor Gavin Newsom on November 8, 2006 to a four year term on the Treasure Island Development Authority Board of Directors; he is a resident of the Treasure Island Neighborhood of San Francisco. Stephens was elected in 2007 as a Parliamentarian of the California Young Democrats and served as president of the San Francisco Young Democrats organization from 2004 to 2006. He also has been on Board of Directors of the Alice B. Toklas LGBT Democratic Club since 2004.

Owen Stephens was a 2004 candidate for Democratic Party County Central Committee of the City and County of San Francisco, California. Stephens was endorsed by State Assemblymember Mark Leno, San Francisco Treasurer Susan Leal, D.A. Kamala Harris, San Francisco City Attorney Dennis Herrera, and supervisors Bevan Dufty and Fiona Ma.[1] He lost the election, wherein he garnered 4,403 votes.[2]

He was raised in rural Murphys, California in the Sierra Foothills.
