The city of Otuzco is located in the highlands of La Libertad. It's the capital of the Province of Otuzco, and it is well known because there is the sanctuary of the Gate Virgin. It is located at around 7°54′00″S, 78°35′0″W.

The Otuzcans, lead by Don José Corcuera (députée by the Province of Huamachuco) and Don Enemecio Orbegozo (son of the former President Marshal Luis José Orbegozo), who in 1856 have propossed a Law Project, that was unaccepted, later proposed a second Law Project, that was accepted by the National Congress on April 17, 1861, date when it's given the "Law of Creation of the Otuzco Province", in the Department of La Libertad. This law was refrended by the President of the Republic, Marshal Ramón Castilla, on April 25, 1861.

The same Law divided the Province of Huamachuco in two, and created the Province of Otuzco. This Law signed as the Capital of the Province of Otuzco to the Villa of Otuzco, but the Law of November 15, 1890, the Villa of Otuzco was reincorporated as a City.

The Otuzcan area has been inhabitated since the upcoming of the first human groups in the Region of La Libertad. It was inhabitated by the Yungas and the Quechuas.

Along its history, Otuzco has passed by various categories, first it was just a name, later it became a Parish, then a "Curato", later a town until the upcoming of the Republic. When the Province of Otuzco was created, the town of Otuzco was ascended to the legal category of Villa. Now, it has the category of City, by a Law published on November 15, 1890.

Otuzco is an andean city inhabitated by descendants of the old people of Perú, who mixed their blood with the people came from Spain, since the first years of Spanish domination. The ethnic is majoritary Mestizo.
