Oregon's 3rd congressional district is a United States Congressional District that covers most of Multnomah County, including Portland east of the Willamette River, and the northern part of Clackamas County. Parts of Northwest Portland also lie within the district.

The district has been represented by Democrat Earl Blumenauer since his election in 1996. In the 2006 election, Blumenauer defeated Republican candidate Bruce Broussard and Constitution candidate David Brownlow.
