[edit] Persons qualified for award

In the header of the article it is stated that before 1981 only Japanese males were qualified to receive the order. However, from the list of recipients it is clear that many foreign men received the order before 1981. Who can clarify this? I do not read Japanese. Michel Doortmont (talk) 12:36, 22 March 2008 (UTC)
