Might I suggest the word 'nationally' is used rather than 'locally' in describing the award.

I'm sorry if the undo operation caused offence. If there was not any other widely used system (see Order of Merit, Order of the Companions of Honour, Order of Australia, etc...) then there would have been no change, but becuase there seems to be a standard formatting going on, I undid it.
