The high traffic warning already appears on the talkpage. Editing has pretty much zeroed since semi protection was put in place.

Hi, thanks for the permission you have acquired, but sadly Wikipedia does not allow conditional "permission" - it is still fair use unless they release it as GFDL, PD, or Creative Commons.
