Online Insertion and Removal (OIR), is a concept in Cisco devices that allows expansion cards to be removed or inserted into a running device without requiring a reboot or causing interruption in services provided by said device. However, in reality, it is best to remove or insert cards while the device is powered off; Cisco's own documentation states "If the OIR is successful, there is absolutely no need to schedule a reload of the router."
