On the Beat is a 1962 film starring Norman Wisdom, and directed by Robert Asher.

Norman Pitkin (Norman Wisdom) works at Scotland Yard , but not as the desired policeman he so dearly wants to be, cleaning the cars instead.
One of the reasons Norman can't get into the police is because he does not meet regulation height standards to be a policeman.
The police reject his proposal to become a policeman but after much talk they decide to let him into the police to disguise himself as the chief crime suspect who has been claimed to have stolen a tiara and various other things.
Norman disguises himself as the suspect and gains entry to the salon where the suspect works. He gets into the salon and finds the stolen goods,knocks out the suspect, wraps the suspect up in a rug, and brings him to justice, leaving Norman a permanent place in the police and then gets married to his love which he finds after attempting to commit suicide earlier on in the film.
