[edit] Early plot
The series begins with Chung Lap Man (Ron Ng) and Lee Pak Kiu (Sammul Chan) patrolling the streets of Hong Kong with fellow senior constables. During one patrolling shift, Pak Kiu messes with the wrong group of gangs, Chang Zi Keung and Cheung King Fung (Michael Tao). After Pak Kiu, Lap Man, and fellow constables' interrogation with Zi Keung and his henchmen, Zi Keung then files a police complaint on Pak Kiu for abusing his authoritative powers.
After realizing that Pak Kiu got screwed over by Zi Keung, Fiona (Fiona Sit) tries to clear Pak Kiu's name from the complaint, by spying on Zi Keung. Lap Man tries to deter Fiona from spying on Zi Keung because it was a dangerous task. She was also off duty. Fiona finds Zi Keung and King Fung dealing drugs in a parking lot and tries to photograph their drugs-transaction. Fiona accidentally sets off a car alarm and is discovered by Zi Keung and King Fung. Lap Man tries to stop King Fung, but they engage into a fight. Fiona is held hostage by Zi Keung. Pak Kiu tries to rescue Fiona, instead he gets shot in the abdomen by Zi Keung and subsequently Zi Keung shoots Fiona dead. Pak Kiu then wakes up in the hospital and finds out that Fiona is dead and blames her death on Lap Man. Throughout the whole series, conflict and extreme hatred for each other is constantly shown between them.

Half a year later, Lap Man and Pak Kiu are introduced to their new sergeant, King Fung. Turns out King Fung was an undercover police officer responsible for the arrest of Zi Keung earlier and the death of Fiona. Lap Man and Pak Kiu both develop a sense of hatred towards King Fung and vice versa. The story then focus on how King Fung tries to screw over both Lap Man and Pak Kiu's promotional opportunities. Lap Man gets angry and files a fake complaint letter on King Fung. King Fung's sister, Cheung Nim Yun (Joey Yung), who is an investigation constable, discover the fake letter prank.
Lap Man and Pak Kiu then meets Kuk Ming Cheung (Chin Kar Lok), who tells him about Pak Kiu's father (Lee Man Shing, Michael Miu). Apparently Pak Kiu's father and King Fung had a bitter past. During this time, Pak Kiu tries to take some psychology classes to try to build up a better resume when he applies for an inspector position within the police department. Yuen Wai Nei (Sonija Kwok) joins Pak Kiu's classes as she thinks its beneficial to police officers.
One day, King Fung goes to visit the wife of this guy Man Shing supposedly screwed over. The wife tells King Fung that Man Shing did not cause her husband to commit suicide and that he did it on his own free will. He soon realized he made a big mistake by holding a grudge against Man Shing and subsequently taking his anger out on Lap Man and Pak Kiu. King Fung then promise to Man Shing that he will train Lap Man and Pak Kiu to be the best police officers.
King Fung tries to help Lap Man, by teaching him things that are not only beneficial to him, but to the public. King Fung also assign Lap Man to an undercover drug-bust mission in a night club. Upon seeing Lap Man get all the fame after the successful mission, Pak Kiu got jealous.
Man Ching (Kate Tsui) comes to Hong Kong from the United States in hopes of finding her mother, who turned out to be Lap Man's aunt. Man Ching then develop feelings for Lap Man, even though she is aware of his girlfriend. Trying to get Man Ching off of his back, Lap Man challenges her to be a police officer at the Police Training School(PTS). Man Ching accepts the challenge. Yuen Ka Fu (Kenny Kwan) coincidentally just came to Hong Kong from Canada. He was expelled from a Canadian university, and applies to be a police officer. He meets Man Ching in the training.
King Fung, Ming Cheung, and a few other sergeants receive a letter that tells them they will be training for the Police Tactical Unit(PTU). During the time at the training camp, Ming Cheung tries to screw King Fung over. Soon after their training is complete; Pak Kiu, Lap Man, and some other constables get to train for the PTU. During the training Pak Kiu and Lap Man always get into arguments, their behaviour then noticed by King Fung, Ming Cheung, the other sergeants, and inspectors. One day Lap Man tells Ming Cheung that King Fung no longer holds a grudge against Man Shing and that everything is back to normal, Ming Cheung then becomes all friendly to King Fung.
At this time, Wai Nei is still angry over the fact that her ex-husband, King Fung had "slept" with another woman and that she doesn't forgive him. Wei Nei's mother hates King Fung with a passion. Kwok Sir (Ellesmere Choi) tries to start a relationship with Wai Nei, but they eventually separate. One day King Fung goes to make this glass vase as it has sentimental value to both him and Wai Nei, he gives it to her and they are back together.
During the PTU training, one day Lap Man and Nim Yun go for lunch and he tells her why Lap Man and Pak Kiu are in a fight. Its because Pak Kiu thinks that Lap Man is a suck up and that he stills blames Lap Man for Fiona's death. Lap Man tells Nim Yung that the reason why he took the blame for Fiona's death is because he didn't want to tell Pak Kiu the truth, because the truth would hurt him. Knowing that his father, Man Shing had died not too long ago and with the addition of Fiona's death, Pak Kiu would be really devastated so instead Lap Man takes the blame for Fiona's death. Nim Yun and King Fung then tells Pak Kiu the truth about what happened to Fiona and how she died. After realizing what he has done to Lap Man, Pak Kiu feels really bad and tries to become friends again with Lap Man but Lap Man refuses. Until one day, they are called to respond to a riot. One of the rioters tries to blow up a gas tank in front of Lap Man, but Pak Kiu pushes Lap Man away. Eventually Pak Kiu gets hurt, but they become friends again.
At this time Man Ching and Ka Fu graduate from PTS. As Man Ching's goal was to graduate from PTS so she can pursue Lap Man, she tries hard to get his attention. But at the end, Lap Man refuses to go out with her.
Occasionally during his sleep, Pak Kiu is haunted by the final minutes of Fiona's life as she is killed by Zi Keung. Pak Kiu is then brought to see a psychologist so he can be helped.
Lap Man and Nim Yun slowly starts to get closer and develop feelings for each other. But knowing that Lap Man has a girlfriend, Ho Fa (Tavia Yeung) and Man Ching has a crush on him, Nim Yun backs off. Wai Nei and King Fung's relationship grows and plans to get married. At this time, King Fung encounters Ip Ling Fung (Selena Li) who was Zi Keung's ex-girlfriend. Ling Fung runs into some financial problems and King Fung helps her. On the day of Wai Nei and King Fung's wedding, Ling Fung tries to draw King Fung's attention by attempting to commit suicide. King Fung tries to get Ling Fung to cooperate, but she ignores him, eventually King Fung has to her to the hospital and becomes extremely late for his wedding. As soon as he gets to his wedding, Wai Nei calls off the wedding and vows that she will no longer be friends or anything with King Fung. Subsequently Wai Nei breaks the precious glass vase made by King Fung.
Ho Ming (Deep Ng) is released from prison and Lap Man tries to help him get back on his feet. Ho Fa comes back to Hong Kong and wants to stay in Hong Kong to be with Lap Man. But Lap Man breaks up with her and she heads back to Japan.
At this time Wai Nei finds out that she is pregnant with King Fung's baby, but she doesn't tell anybody. Pak Kiu finds out about her pregnancy and insists that he will take care of her and the baby. Lap Man, King Fung, and everyone else finds out about Pak Kiu and Wai Nei's relationship. King Fung is extremely angry, yet he wishes that Pak Kiu takes good care of Wai Nei.
Wai Nei feels bad and keeps thinking about King Fung, so she tries to make a replica of the glass vase. Seeing that Wai Nei still has feelings for King Fung, Pak Kiu starts to back off. Ling Fung runs into more financial problems and this time she tries to help Zi Keung smuggle drugs. Zi Keung's actions has been tracked by Wu Sir (Dominic Lam). One day Zi Keung tries to get Ling Fung to cooperate, but she refuses..instead Zi Keung holds her hostage. At this time Wai Nei goes to Ling Fung's apartment to look for King Fung but she accidentally gets kidnapped by Zi Keung. Realizing that Wai Nei has been kidnapped by Zi Keung, King Fung is furious that Wu Sir could have prevented it from happening but refused to.

Fans of the show didn't like how Fiona was so easily removed from the show very early in the series just as Joey entered the story line[citation needed]. There was speculation that she couldn't commit a schedule to finish the series and so like many stars who previously worked on a continued TVB series and couldn't fully commit, they were simply "killed" or excused off to move along the plot[citation needed]. Several of the previous characters had unresolved plot lines, but the actors had different committed projects and so they were never re-visited or had brief returns. Various relationships were discontinued while other characters were re-cycled or actors repackaged as "new characters". TVB is most notorious for defying canon logic by continuing a series and reintroducing characters that had completely different rolls compared to the last series[citation needed].
One of the biggest criticisms came about Winnie's death. While badly injured she had surgery and during all this time she wasn't placed in the Intensive Care Unit or rigged to any medical electronics to monitor her poor progress. She merely woke up and died in the morning without any nurses or medical alarms. Fans joked she was placed in the worst hospital for medical care.
