[edit] Secretariat?

Someone needs to clarify the way that the Secretary of Transportation relates to the Department. The relationship seems to me (I may be wrong) that Ridley is the true head of the department, and Tomlinson (the Secretary) acts as the liason between ODOT and the Governor, working to implement Henry's transportation policies. But all of this is basically my best guess and needs to be verified.

Also, someone referred to Tomlinson's jurisdiction as the "Secretariat of Transportation"; is this an established term for whatever the arrangement is? —Scott5114 [EXACT CHANGE ONLY] 20:51, 6 May 2008 (UTC)
