State Route 423 is a north-south state highway in the central portion of the U.S. state of Ohio. Its southern terminus is in Waldo at the eastern terminus of State Route 47 and the southern terminus of State Route 98. Its northern terminus is east of Morral at the U.S. Route 23/State Route 231 interchange. The route follows the former alignment of U.S. Route 23 through Waldo and Marion. It was certified in 1969 when the Marion bypass was completed.

- 1969 – Original route certified; Waldo to Marion was State Route 4 before 1926; Bellaire Gardens to Brush Ridge was the former State Route 22 before 1926; the entire route was U.S. Route 23 from 1926 to 1969; no significant changes since its certification[2].
