Ogawa Toshio (小川 敏夫?) is a Japanese politician. He is a member of Democratic Party of Japan.

Ogawa was born in March 18, 1948 in Tokyo. Graduated from Rikkyo university in 1970, and passed the bar exam same year. In 1973, he started working as a judge, and in 1976 became a prosecutor, and in 1981 became a lawyer.

In 1996, he run for a lower house election with a support from the Democratic Party of Japan, but failed. In 1998, he run for an upper house election, and was elected. In 2004, he again got elected in an upper house election.
