It is illegal not to carry one if one is over 15 and permanently living in the Czech Republic, although in practice this is rarely enforced.

That's not true. It's illegal not to have national id-card, but it's perfectly legal not to carry it (bill 328/1999 Sb.). More info (in Czech).
