A consensus was previously reached supporting regional flags in football articles only when they are recognized by either FIFA or a football confederation such as UEFA. As Basque Country has no national football team playing in UEFA and FIFA competitions (differently than Scotland, Wales, Faroe Islands and others), you are pleased not to change all Spanish flags into Basque ones, as you did on Athletic Bilbao.
