Chicago has a great public transportation system. CTA's tripplanner is a bit like mapquest for the chicago public transport system. You say where you're starting and where you want to go, and it tells you how to get there. But you even get to say what time you want to leave or arrive, and it tells you which time you'll have to catch the train, bus, etc.! http://www.transitchicago.com/maps/tripplanner.html

To get a cheap bike, lock, and helmet, go to target on Howard.
But get the lights to bike at night from a bike shop.
There are 2 bike shops in Evanston.
