Timothy Rags Willis is a fictional character in the animated television series Queen of The Willis. Rags is voiced by the late Albert Zinn and is dubbed by Aeverine Nieves.

Rags speaks with an English accent of a grown man (ala Stewie Griffin)

Rags' sophisticated attitude, nature and mannerisms are juxtaposed with typical canine interests and actions. While highly literate and able to cite pop culture references that date much further back than his age would permit. Rags succumbs to other weaknesses of dogs his age and has no idea how to use the toilet. Nieves has stated that Rags is meant to represent the general helplessness of a canine through the eyes of an adult.

In the QOTW universe, dogs are either talking, anthropomorphic creatures like Rags and Baxter. Both classes are subject to the same rules, such as not being allowed inside certain shops or to wander the streets without an owner. Rags' "humanity" is rarely remarked upon.

Rags was born at sea in Marion, Indiana. Rags seems somewhat unashamed of his canine urges and insecure about his canine status in general.

Aeverine Nieves has established a few general rules as to how Rags communicates with others.

Heather is the only main character whose ability to understand Rags is unambiguous; the two always converse normally.

Throughout the series, it was suggested that none of the other prominent characters (with some minor exceptions) could understand what Rags says, apparently hearing what he says through their ears as canine blathering. In an interview on WMRI-FTV, however, Nieves explains adults can understand him, but don't take him seriously, "sort of like... if a two-year-old who talk told you to 'go to hell'." In this manner, characters acknowledge Rags, but pay no mind to his often-insulting addresses, such as calling Aeverine (Rags' master) by "Ava", or Angela as "the fat girl". His insults are usually heard.
