- The Northeast Division is formed as a result of PIHA realignment.
- The New Jersey Minutemen (formerly Morristown Minutemen), and Philadelphia Growl come from the Eastern Conference.
- The Boston Roller Rats, Connecticut Blaze, Hartford Fire Ants, Massachusetts Bombers, and New Jersey Grizzlies were added as expansion teams.
