North Carolina's eighth congressional district consists of a large portion of southern North Carolina east of Charlotte, as well as a sliver of Charlotte itself. Robin Hayes, a Republican, was elected for a fifth term in 2006 by a tiny margin of 329 votes in his favor. Hayes faced high school teacher Democrat Larry Kissell. Kissell has already announced his candidacy to face Hayes again in 2008.
