Norma E. Burgos Andújar is a Senator of Puerto Rico, and a member of the New Progressive Party. She obtained a bachelor's degree in Economy from the University of Puerto Rico at Rio Piedras in 1976, and a master's in Public Administration from the same university in 1982. Burgos served as Secretary of State for the government of Pedro Rosselló from 1995 to 1999.

In 2001, Burgos participated in the Navy-Vieques protests and was arrested and imprisoned for 60 days for practicing civil disobedience by entering a restricted firing zone of the United States armed forces in Vieques.

Burgos received an honoris causa doctoral degree in Political Sciences from the Caribbean University and the Lola Rodrigues de Tió Arts, Science, and Letters Award from the International Book Fair in recognition of her defense of human rights and peace.

She was elected in 2000 as a Senator at large and re-elected in 2004 with the most votes. Burgos has two sons.
