No harm, no foul is an expression derived from basketball. The idea is an infraction did not have any effect on the game, then it should not be counted as a foul. In slang, it means that if something theoretically bad that someone did had no ill effects in reality, then there should be no punishment. It is usually used to express forgiveness.
