[edit] Fair use in United Ireland

  1. It illustrates changes over time in a way that could not be achieved by prose.
  2. The single licence restriction -- the request to cite the source -- is satisfied.
  3. It cannot be replaced with a non-free image since if this image is deemed to be non-free then so would all others derived from the same data.
