I doubt the conclusion that Ngapoi was the 3rd Tibetan Vice Chairman of National People's Congress (NPC) of China after Dalai and Panchen. Dalai was elected the Vice Chairman of NPC in 1954, while both Panchen and Ngapoi were elected to that position in 1959. So Panchen was the 2nd and Ngapoi was the 3rd?
