A referendum on full law-making powers for the National Assembly for Wales will be held by 5 May 2011 (the date of the next Welsh Assembly elections) at the latest, according to the One Wales coalition agreement between the Wales Labour Party and Plaid Cymru.[1]

Former Permanent Representative from the United Kingdom to the United Nations Sir Emyr Jones Parry was appointed on 23 October 2007 to head a convention to prepare the referendum.[2] He stated on 22 November 2007 that he would like to begin to work as soon as possible and hoped to have the report ready by 2009 at the latest.[3]

A poll from February 2008 saw 49% to 42% in favour of a full law-making parliament.[4]
