New York State Route 961F is a reference route in the Southern Tier of New York. The western terminus is at NY 70 in Canaseraga. The eastern terminus is at NY 36 in Arkport. NY 961F is one of only four reference routes in New York that are signed as a touring route. Original designations of Route 961F include Route 38 in the 1920s system, Route 70 at the renumbering and was redesignated in the 1970s to 961F when Route 70 was rerouted.

Route 961F begins at an intersection with NY 70 just east of Canaseraga. Route 961F goes southward, intersecting with local roads in Burns. At 2.5 miles, Route 961F intersects Stueben County Route 14 and heads southward towards Arkport. Soon afterwards, Route 961F turns to the east and comes to an end at NY 36 in Arkport.

In the 1920s, what is now NY 961F was designated NY 38.[2] Most of NY 38, including modern NY 961F, was renumbered as NY 70 in the 1930 renumbering.[3]

Between 1970 and 1978, NY 70 was rerouted to follow then-NY 70A east from Canaseraga.[4][5]
