In the New York's 25th congressional district, incumbent James T. Walsh (R), had ran unopposed in 2004.

While the Syracuse-based district had not been represented by a Democrat since 1971, Democratic presidential nominee John Kerry won the district in 2004 by 2.5%. Thus, Walsh had the unusual distinction of being the only Republican to win unopposed and not have George W. Bush win his district.

In 2006, the Democratic nominee was Dan Maffei, a former congressional aide to U.S. Senator Daniel Patrick Moynihan. An October 15, 2006, Majority Watch poll had Maffei leading Walsh 51% to 43%.[1] Just prior to the election, the Cook Political Report rating was: "Likely Republican."[citation needed]
