State Route 650 comprises the northeast portion of McCarran Boulevard, an arterial loop road that circles through the Reno-Sparks metropolitan area. The route provides access to many businesses and neighborhoods in older parts of Sparks.

The state maintained portion of McCarran Boulevard begins just south of its intersection with Mill Street, approximately 0.090 miles south of Equity Avenue, in Reno. SR 650 proceeds north, crossing the Truckee River and entering the city of Sparks, to intersect Interstate 80 and Victorian Avenue (SR 647/Bus. I-80). From there, the highway continues northerly and then curves westerly to intersect Pyramid Way (SR 445). The highway continues west, returning to the city of Reno and reaching its terminus at the US 395 interchange. Although SR 650 ends at this interchange, McCarran Boulevard continues westward on SR 651.

At one time, the Nevada Department of Transportation maintained the entirety of the McCarran Boulevard loop. SR 650 extended further south and west to terminate at the intersection of South Virginia Street (old SR 430/Bus. US 395), comprising the entire east half of McCarran Boulevard (SR 651 also ended at this location, covering the western half of the loop). This is evidenced by postmile panels which are still present along the road as of late 2007. The portion of SR 650 between South Virginia Street and Equity Ave/Mill Street was relinquished to local control by 1999; the local section is still classified as part of the National Highway System.[1]
In 2004, the Washoe County Regional Transportation Commission began the US 395/Clear Acre reconstruction project. The project included reconstructed ramps and a bridge replacement for McCarran Boulevard over US 395 (as well as freeway access improvements at nearby Clear Acre Lane (SR 443)).[2] As of June 2007, the construction project was substantially completed.
