Nettalk is a free IRC-client for Windows. The user interface is based on Windows standards. It is available in English, Spanish, Russian, Hungarian, German, Dutch and Chinese.
It has features such as Unicode support, Direct Client-to-Client (DCC) file transfer, minimize to tray, scripting, multilingual interface (English, German, Dutch, Russian and Hungarian), autocompletion of commands and nicknames, costumizable shortcuts, SOCKS proxy support and logging.[1]
A significant disadvantage is that user documentation isn't completed and is only available in German.
