Neptunia

Neptunia is a fictional character in the Disney animated television series Darkwing Duck, an anthropomorphic fish. She was voiced by Susan Silo.

Neptunia first appears, chronologically, in the episode Something Fishy. A self-styled protector of the sea, she commands sea creatures to commit a series of beach attacks, using a conch shell horn. After she takes Darkwing and Launchpad captive, she relates her origin: once an ordinary fish, she was mutated by toxic waste dumped into the ocean. As an act of vengeance, she plans to flood St. Canard, commanding a whale to plug the river with a small island. She has a change of heart after Launchpad makes her realize that she was going too far, eliminating those fighting the pollution as well as the polluters.
Neptunia next appears in parts 1 and 2 of Just Us Justice Ducks, where we find that, she is still continuing in her crusade against ocean pollution, aided by an octopus named Mel.
Later, after Negaduck and the rest of the Fearsome Five use the Electro-Slave Device to create an electric wall around St. Canard, she has fished National Guad soldiers out of Audobon Bay. Thereafter, Neptunia joins the Justice Ducks (even though, as she herself states, she is not a duck), and ends up facing Liquidator who is extorting St Canard citizens for rafts. When, as she dives inside him and swims around, turning him into a water funnel, they hit a power line and she is instantly shocked unconscious. She later finds himself in Negaduck's torture chamber, shackled to a slab under a high-powered sun lamp. Negaduck gleefully announces that when he throws "The Switch!" the lamp will switch on, drying her out. Neptunia is saved from this awful fate by the timely arrival of Darkwing, who frees the other Justice Ducks, allowing Morgana to free her, using magic.
Neptunia then participates in the final battle against the Fearsome Five, once again diving inside Liquidator and swimming around, turning him into a water funnel and causing him to hit Megavolt, short-circuiting him.
Like the rest of the characters on the show, Neptunia seems to be a parody of several comic book characters, in her case, Aquaman and Sub-Mariner.
