Neil Tolkin is an American screen writer from Montreal.

He worked on comedies including License to Drive, Ri¢hie Ri¢h and Jury Duty as well as Sticks and Stones which he also directed.
He wrote the screenplay for the film, the The Emperor's Club in 2002.
