Neal Blair

Neal B. Blair (born 1939) is a political lobbyist. He has served as the President of RUFFPAC, a political action committee, and Free the Eagles, a conservative lobbying group. RUFFPAC worked on behalf of Howard Ruff, a financial analyst based in Provo, Utah.[1]

Blair worked successfully with Senator Larry Smith, the Cuban American National Foundation, Representatives Claude Pepper and Dante Fascell of Florida (the latter a senior member of the firm Black, Manafort, Stone and Kelly), and Howard Phillips of the public policy organization The Conservative Caucus to repeal the Clark Amendment in 1985, renewing U.S. involvement in the Angolan Civil War.[2]

In 1984 and 1988 he was a member of the Council for National Policy.[3]

He also worked on the successful 2004 gubernatorial campaign of Utah Governor Jon Huntsman, Jr.[citation needed]

Blair also was a trustee who incorporated Marriage Education Initiatives, a PAC organized to pass the anti-gay Amendment 3 to the Utah constitution.[4]
