The Carolina Tartan was designed 1981 by Peter MacDonald, and later accepted as the official tartan of North Carolina and South Carolina by official acts of legislation. The copyright is therefore, conservatively assumed to belong to the person of Peter MacDonald, and fair-use rationale is given for use in List of U.S. state tartans.

Rational
- It is impossible to illustrate without actually illustrating.
- Use is of a low resolution version in one place in List of U.S. state tartans.
- It does not limit Mr. MacDonald's ability to sell tartans.
