Naval Forces Eastern Mindanao, known officially as the NavForEastMin, is one of the Philippine Navy's Force Commands combating terrorism and insurgency in Mindanao.

On September 25, 1965 then President Diosdado Macapagal issued Presidential Proclamation No. 458 declaring a 9.5 hectare land mass, located along the coastlines fronting Pakiputan Channel and Samal Island, in Panacan, Davao City as a Naval Reserve. In 1973 the Military Supply Point XI (MSP XI) under the Logistics Command of the AFP occupied the Naval Reservation and used it as a transhipment point of military supplies and materiel to support military units in the area.

On September 3, 1991 was the formal activation of the Naval Forces Eastern Mindanao by virtue of a Philippine Navy Letter of Instruction dated August 16, 1991 when the Flag Officer In Command of that time, together with the higher leadership of the Philippine Navy decided to divide Mindanao into two Naval Districts: Naval District VI, later renamed as Naval Forces South, now aptly named Naval Forces Western Mindanao based in Zamboanga City and Naval District VII, later renamed Naval Forces Eastern Mindanao based in Davao City. Their decision was based on careful strategic planning with the its primary objective of being able to effectively project the presence of the Philippine Navy in this parts of the Philippine Archipelago. CDRE Romeo T Meana AFP was assigned then as the first commander for Naval District VII.

Though as much as the Philippine Navy was a key major service component occupying the Panacan reservation where the Naval District VII headquarters housed, it was still renamed Naval Station Davao. Having the reservation formally designated as a naval base, the Philippine Navy, through Naval District VII, was then tasked to plan and execute activities related to base development as well as administration of the reservation by providing base-wide electricity and security to all tenants and Operational Control (OPCON) units.

September 27, 1996 - Naval District VII was formally deactivated while Naval Station Davao was maintained and subsequently became an organic unit of then Naval Forces South based in Zamboanga City. However, the serious demands of command and control of Philippine Navy units operating in this area prompted higher headquarters to re-activate Naval District Eastern Mindanao on May 22, 2002 this time as a major component unit of Naval Forces South.

Through the years, the circumstances required a more responsive rapid deployable force to address the peace and order situation in the area; hence, Naval District Eastern Mindanao was further upgraded to Naval Forces Eastern Mindanao (NFEM) effective June 25, 2003.

The operating principle behind NFEM was rooted on three of its primary objectives: first is to further enhance the AFP’s efforts in Internal Security Operations in relation to the maritime environment; second is to provide support to other government agencies that are primarily tasked enforcing maritime and other environmental laws and third, to provide support in the economic development programs of the government.

Their mission is to conduct sustained Internal Security Operations (ISO) in Eastern Mindanao in the form of maritime support in order to neutralize the Communist-Terrorist Movement (CTM) and reduce their operational capabilities. One of their missions is to support local law enforcement as well as the Philippine National Police in containing the Moro Islamic Liberation Front while supporting the peace process; and destroy the Abu Sayyaf Group and the Jemaah Islamiya network operating in their area of operations. This is needed to establish a secured back door and maintain a physically and psychologically sound environment conducive to growth and development.
