Quarter finalists means advancing no further than the QFs (not making the semis). Semi final losers contest a third/fourth place match. Cvene64 10:28, 28 July 2006 (UTC)

[edit] why are there so few teams challenging the RWC?

        Germany has a rugby team??? Seriously, weaker rugby nations are given the opportunity
        to take part if they qualify. For instance, Japan and Georgia are the two most recent
        qualifiers. There are two more slots for qualifiers which will be decided amongst the
        following:
        Repechage 1: Portugal/Uruguay/Morocco
        Repechage 2: Tonga/Korea

        Here's a link to the World Cup qualifying results. You can see many nations enter
        teams but they just don't qualify for the finals.
