This is probably not a dragonfly, but a proto-odonate (basal Odonatoptera). The confusion might result from the fact that the Odonata are sometimes considered to be identical to the Odonatoptera - that is, to include the Protodonata (giant "dragonflies"), Protozygoptera etc. But we know not enough about the initial radiation of odonatopteres to make such a loosely defined Odonata seem a good idea.
