Picture taken from one of the webpages referenced. I believe that the original source is the "Archivo General de la Nacion", in Buenos Aires, Argentina; as it has been seen in different sites and publications (I need to provide evidence and references on this, all my technical books are still packed and out-of-reach).

Public domain This file is in the public domain, because picture more than 50 years old, can be found in Public Archives in Argentina and also has been reproduced in different publications
