Though the picture is subject to copyright I (David A) feel it is covered by the U.S. fair use laws because:

It is a low resolution scan of an anime artbook panel;
It does not limit the copyright owner's rights to sell the original manga, anime or any adaptations thereof in any way;
The panel is only being used for informational purposes;
It illustrates a character of the anime series in question and aids in commentary on the plot.
