According to Jamal al-Fadl's testimony, Shalabi was in charge of the Farouq Mosque's recruitment for bin Ladin in Afghanistan. "Makhtab al-Khidimat" or Office of Services (part of bin Ladin's network of charity fronts) was also involved. Shalabi sent Jamal al-Fadl to Peshawar with 3 others in 1988.
