This seal is only of value to the fraternity. Fraternity members are free to use the seal (in a non-defacing manner) for distribution in whatever medium within the fraternity. There is also no copyright on the seal. It is a low resolution image. The uploading user was an officer of the fraternity at the time of upload. Consulting with other fraternity officers revealed no qualms regarding image upload to wikipedia.
