Clearly, as this category has potentially thousands of members, some form of subcategorisation is desirable.
I propose a series of subcats with the form, [[Category:Municipalities in <entity>]], where <entity> is one of the smaller regional administrative subdivisions in Spain.
I further propose that <entity> be (for most, if not all cases) at the Spanish provincial level, since doing this at the autonomous communities of Spain level would in many instances still be too large a subdivision. These municipalities in... subcats can still be associated with their respective autonomous communities by parenting them also to the autonomous community's category, so for example Cat:Municipalities in Badajoz and Cat:Municipalities in Cáceres would both have Cat:Extremadura as parent cat, as well as this one (ie Cat:municipalities in Spain.
If desired, a similar category scheme based on comarcas could be maintained, where these exist, particularly where these differ from provinces; however in many cases comarca boundaries are ill-defined.
The above proposal would yield about fifty subcats (there are some 50 provinces). The various Cat:lists of municipalities in Spain already appear to be arranged in this way, only the task of refining the category schema remains.--cjllw | TALK 04:25, 6 March 2006 (UTC)
