Main article: South African Municipalities. Municipalities are South Africa's second tier subdivisions. Each of the nine Provinces of South Africa is divided into a number of municipalities, which cover both urban and rural areas of the country. The boundaries of cities and towns, in most cases, do not coincide with those of municipalities.
