Muhammad Hayyat Khan was appointed as president and chief martial law administrator of Azad Kashmir during the dictatorship of General Zia ul Haq's martial law regime.
During his tenure the state of Azad Kashmir progressed in the fields of education, road construction, electricity and other developmental projects.
After retirement from the Pakistan Army and his removal as President of Azad Kashmir, he established a new political party called Tehreek e Amal. This party was later merged with the Pakistan Muslim League. He has run for elections from Rawalakot. However, he has not been able to win a seat in the Assembly of Azad Kashmir.
He raised funds in United States from Kashmiri Americans for the construction of a memorial, which was never built and the money never accounted for.
