I believe the person who wrote the second paragraph (below) is confusing the Mozilla ActiveX Control with the plug-in for hosting ActiveX controls. The former allows programmers to embed the Gecko browser engine in applications, while the latter allows the use of ActiveX controls in Firefox, SeaMonkey, etc. (Browsers)
"While Trident -based browsers such as Internet Explorer need ActiveX to embed software such as Flash allowing the user to use Flash applications in IE, Mozilla ActiveX Control is not necessary to run Flash applications in Gecko-based browsers since Gecko-based browsers have their own plugins for embedding applications such as Flash."
