Sorry, I know nothing about San Francisco or the Moscone Center, and came to this page through a link at the Basic Instinct Wikipedia page. However, I have just finished listening to the commentary track by Paul Verhoeven on the film's DVD, and, at a certain point, he claims that a car chase scene has its climax staged at what was then the building site of the Moscone Center. He states very clearly that what is shown in the film as a construction site is now the Moscone Center. But the film is from 1992, and this page mentions the Moscone Center being built in 1981, so I was curious: is Verhoeven entirely wrong, or what he mentioned was actually an extension of the Center? - Moscone North hall was built starting in the late 1980s and completed in 1992, so the construction area for that hall is entirely possible as the site for something. This is the hall that the Metreon was built on top of about a decade later (opened 1999); for a long time after initial construction, the roof of the North hall was just open, exposed steel beams at ground level; the Metreon and some other construction were built on top of that (the north hall had been designed to have such additional construction).
