[edit] Southern Romanization

Why is he shown as "President Kim Il-sung" in the South Korean style of upper case / lower case shift and hyphen, while she is listed as "anti-Japanese heroine Kim Jong Suk," in the North Korean style of all three names standing alone and starting with an upper case letter?
