This a famous IWW poster published in Australia in 1917 (as appears on its face). So in fact I don't know for sure that it was published in US before 1923 but am relying on the "anywhere in the world" provision in your guidelines. Alternatively its publication should be "fair use" given that it was promotional material advertsing the events described in the adjoining text. So far as I ( a member of the Australin IWW) know the person or persons who put the poster together are unknown, nor is anyone likely to object to its use.
