If the county town of Flintshire were Mold, then the county would be called Moldshire, which it isn't. The county town of Flintshire is Flint.
Flint is the traditional county town - Flintshire is an old name. Mold is the administrative centre of Flintshire containing Shire Hall: important county offices, and County Court. --Nicander
