This image of Bahram Bayzai was uploaded by User:BehnamFarid earlier this month and has been deleted because it was a non-free image of a living person, which is fine so far. The uploader claims to have permission from payvand.com, the source of the image (see [1]), and says he has sent it in to OTRS. I'm not an OTRS user (only a random admin), so I would be obliged if you could see if an email regarding this image has come into the permissions-en queue, and if not, liaise with User:BehnamFarid to get it sent in, as he is getting quite frustrated about the issue.
